You can get frost armour at demon island (Banuna). About frost helmet and frost legs, there is no SUCH quests. But, it's dropable items.

Yup,in minimum 2 people.. And the quest is,u need to find NPC Trua,first of all take a parchment at witchwood house near Aluka,talk to Davees and you'll be ask what to do next.

Go to eastern from NPC Wudu and you'll found him.*. 1st parchment guarded by mantis (search around NPC Gustave).
*. 2nd parchment in terror birds cave.
*. 3rd parchment in cyclops cave.
*. 4th parchment in flames dungeon.
