No. Herbold is a NPC at Dragon island, Banuna (Quest for enter Flaroxis / Floraxis room for level 55+.)

And not received gold of 100k, but you're received 5k exp and note that this quest aquirred at least 3 peoples

No,this quest 5k exp is not related with the king dragon,well actually it does,but to complete this quest,you need only blaze up all fires at that island,then lastly step at the switch near herbold and surely you will received 5000exp and that quest allow any lvl55 and up to slay the abyssons and their kings. (flaroxis and floraxis)
